In most cases we would advise that you or your company submit a pre planning application to the council for your development, as new build developments can be contentious and have stricter planning guidance than standard extensions or domestic works. This will give the council a chance to comment and provide their feedback on the development proposal in principle, allowing you to understand if the project will be feasible to develop into a full planning application to be approved.
Firstly, you will need to get a survey and a full topographical and site levels survey of the site. If there is an existing building on the site you will also have to get this surveyed. For a preliminary design, this is all your architect will need to develop the proposal.
Once you have a preliminary design, you should submit for a pre application. Once feedback is received, if positive, complete the remaining surveys. These will be; Flood Risk Assessment, Ground investigation report, Utility surveys. Should you wish to demolish an existing structure, you should obtain a full asbestos survey. Generally, they will look at distances to the other properties, overlooking, overshadowing, parking provisions, residential amenities (garden/public space), massing and plot orientations to the surrounding context.
Each council will have its own supplementary planning documents along with accompanying local plan polices part 1 & 2. These combine to provide relative guidance for new, good quality design. All of which will be determined by the context and surrounding area of the land you are trying to develop.
A Section 106 can be looked as almost as a tax you would need to pay to the council when you build over 25 homes. Each development will be subject to a S106 agreement should the amount go over this threshold. In some cases, the development may become unviable if this is to be paid to the council and
therefore we would recommend a S106 statement to be produced on your behalf to mitigate the payment. If your development is particularly large, the council will expect a contribution. If your development is small to medium scale, this won’t apply to you.
